Need Advice on Job Proposal for ESL Coordinator

I am in the Northeastern U.S. and currently teach ESL at a 4-year private university in an urban setting. Our ESL student population seems to be growing, and the university has done heavy recruiting in Korea, especially. The students' needs are also changing, and we are probably going to have to expand the course offerings we now have. I see a need for a full-time ESL Coordinator position, and I am planning to write a job proposal for this position. Does anyone have any experience with or advice about writing such a job proposal, or is there anywhere I might find examples of such job proposals? I'd be very appreciative of any input.
