Heaven knows how to put a proper price upon its goods;
God knows what things are worth since He made them.
and it would be strange indeed, if so celestial an article as FREEDOM should not be highly rated.
It would be strange if such a wonderful, god-given thing would not have been valued very high.

He is basically saying that "freedom" is extremely important. And to emphasize this, he is so confident as to challenge that God himself would also value it very high.
