I don't think I'd bat an eye in a conversation, and probably wouldn't catch it immediately when reading a paper either, but I would probably think of
"February sixth to seventh"
as more 'correct'

Thanks Jimbo. Incidentally, where are you from? I definitely batted an eyelid when I saw it but think it may be a GB/US thing.

I've seen things like that, but I don't like them. I prefer jimbobob's approach, although I initially wondered if you were referring to the length of time between the days.

It's happening in the Punjab:
As per the schedule, in Manipur, the notifications would be issued on January 13, 20 and 27 respectively and the last date for making nominations is January 20, 27 and February three.
Scrutiny would be on January 22, 29 and February five and the last date for withdrawal of nominations on January 24, 31 and February seven.

I'm from the States. But I hear the non-ordinal construction constantly in Japan too, so that probably also influences my reaction. However, I'd catch it immediately if used as such:
The conference is from the five to the six.
Is this also used in India? A google or two didn't turn up anything.
