Noun or verb form -- call = call = call. The meaning is clear.

The second does suggest a comfortably PC relationship with your dog. I'm sure you take turns to pour out the port when you and Rover discuss Wittgenstein at night.

To me they both suggest saying "Rover!", but I think there's a subtle difference that I can't quite put my finger on. Maybe you call someone (or some animal) to get their attention, but you call to them when you want them to come to you.

I'd say it's the opposite.

"I called to him to get his attention as he was headed to the parking lot. Mr. Souder turned to look and I pointed to the bicycle built for two and said, That's what you should be driving."
