quotes that open, but don't close

I can remeber the rule that explains the when and why of a scenario where quotation marks open a quote, but don't close it. Does anyone out there know what that rule states?

Hi Donna,
Yes, when you have a series of paragraphs that are quoted, the first lines will be quoted, while the last sentence of each paragraph (except the last paragraph of quote) remains unquoted.
