""Language Orientation Instruction": What is

There's an Esperanto-speaking native English teacher who will be working in our school to teach English next year, and he is promoting the idea of "Language Orientation Instruction (LOI)" in our primary school. Although he has basic qualifications to teach English, he's certainly not studied linguistics, at least not formally anyway, although he is fluent in three languages (English, French and Esperanto) and currently studying three more (Mandarin, Arabic and Persian). I'd looked up the websites below to learn more about it, but since my knowledge of applied linguistics is limited, I'd like the ideas of a more knowledgeable linguist before I consider presenting such an idea to our headmaster. The idea seems promissing, even exciting, but at the same time it appears to be a very new science still in the developement stage from what we could gather. Another obstacle we've found is that while some information is available on the subject in English, it appears that most of the information is primarily in German and Esperanto, and we don't want to just take his word for it. If anyone would be interested in looking over the websites and give me your ideas on the topic, it would be much appreciated. The first webpage is in English and I couldn't access the second which is supposedly in English also. The third is in various European languages, but it seems the detailed information on this specific subject is available in German and Esperanto only. And the last is only available in German.

This particular teacher had also made mention of the "Interkulturo" project in collaboration with UNESCO's "Culture of Peace" project, but again this site is primarily in English with all the important information in French it seems, and we would like to know more about it from a more knowledgeable person before making any decisions on these topics. here is the website for the "Interkulturo" project:
