ESL Grammar question

I have a student asking to know when to use the correct grammar:
'I forgot to call my parents.' or 'I forgot calling my parents.'
'I regret eating the cake.' or 'I regret to eat the cake.'
Is there a specific rule that I can look up to explain this?
I am a little stumped on how to explain this one.
Any help is appreciated.
