"Grammar AND usage", aren't they the same thing?

That question is often asked by first-year students on our discourse analysis course. Here is a response from:

The grammatical structure of a language encompasses the classes of words, their inflections, and their functions and relationships within the sentence. "Usage" refers to the conventions that govern the way the language is used in a language community.

Do you agree?

Yes. I agree that usage and the grammatical structure of a language as usually taught are two different things.
