at OR as the latest to indicate a time limit?

For example to ask the students to turn in an assignment by Friday AS/AT the latest.

The tutor asked the students to hand in their assignment by Friday, as the latest round of negotiations between the teaching union and the government (had) soured (and classes would probably therefore be cancelled from the following Monday).
