Hello,
When I change the first senctence into the following two,
would either be okay?
People considered that Jane had been an angel
--> Jaen was considered to have been an angel
--> Jane was considered having been an angel

One sounds okay to me; two doesn't. (Never know about everyone else.

but don't we say "when everything else is considered being equal"?
How about these two sentences......
People consider that everything els is euqal
--> Everything else is considered being equal?
People consider that everything elase was eual
--> Everything else is considered having been euqal?

"considered being equal" BNC: zero. Collins: no matches . Google 80 (insignificant in other words). In fact, the only two examples of "considered being" in Collins Cobuild are "have considered being".
People don't say it, they say "All things being equal, ........" .
Perhaps you're mixing up the behaviour of "consider" for future plans when it means something like "think seriously about" :
"Why don't we consider going to the pool instead of staying at home"
with "consider" meaning something like "judge" :
I've always considered him to be a fine teacher/He has always been considered to be a complete fool.

"Was considered" is the passive. If we put this into the active we find that "consider" can either be followed by:
1) the obj+to+inf eg I consider Newton to be the greatest genius of all time; or
2) v-ing eg Have you ever considered working for yourself?
