prepostional phrases and adverb phrases

Can anyone please explain to me the difference between prepositional phrases and adverb phrases.
Could it simply be that prepositional refers primarily to location and adverb time
Whereas in the past, a lack of education has been pinpointed as a major fat factor, Dr Toomath said times had changed.
This would be adverb phrase?

There seems to be an overlap when an adverb phrase describing frequency is made of a prepositional phrase: " I go fishing on every occasion"

I always thought that prepositional phrases could be USED AS adverbs, i.e. to modify a verb ("He walked with a limp"), adjective ("She's beautiful in a sense") or another adverb (can't think of an example right now!) Of course, this is based on my high school English and Latin teacher of thirty years ago. Never heard of an adverb phrase.
