how to improve the students' oral English

I'm a senior school teacher in China. As we know, listening,speaking,reading,writing are the basic elements for a foreign language learner. however, the teacher has to occupy the most time of the class to teach the students knowledge, because they have to finish the teaching plan. in order to get higher education, the students have to study hard for some examinations.so the students never have time to practice their oral English. and i want to help them improve their spoken English, but i do not how to do. so i hope you can give me some adives.

I'm an English language instructor in an institute. i really don't have time to develop students oral skills, plus i need some new approaches and methods in developing oral and communication skills, can any one help me or recommend me a book or something to help.
