Should the, so called, New Englishes have as their target the standard Englishes of America, Britain and Australia?

If you are alluding to International English and the likes, then I think the idea is for them to develop autonomously - as distinct entities. There is someone (I can't remember who, but can find out for you if you want) who is identifying a phonological core for the possible use in English as a Lingua Franca. This being the case, American and British English will not be a target.

Yes it is Jennifer Jenkins. One of my lecturers mentioned her work to me in passing. I've not read it though. Should I invest some time in it?
