Can we say; "Should sex education be increased in schools..." Can we say something like "to increase education" ?

Can you give a fuller context? It's impossible to say whether the fragments you ask about would be correct without knowing where in an utterance you want to put them.

The grammar is fine. "Increasing education" sounds a bit vague, but native speakers often are. My response to the question would be "What do you mean by increasing education? Do you mean dedicating more time to it, starting the subject at an earlier age, teaching about contraception or what?"
