I've never heard that construction before in my life, and had no idea what this thread would be about from the title (AE). But once given a sentence, it's not that difficult to comprehend. Seems like it was used more for poetic reasons than a reflection of the author's everyday speech. I wouldn't assume that W.H. or members of his variant went around using this phrase on a regular basis.
