how to measure strategic competence

hi,buddies.
We know that the communicative approach has been the mainstream of language testing and strategic competence is an important concept in it. I have consulted many literature books to know what the strategic competence is. It refers to the mastery o verbal and nonverbal strategies both to compensate for breakdowns in communication due to insufficient competence or to performance limitations and to enhance the rhetorical effect of utterances. Here, my question is how we might measure an individual's strategic competence in language use. Can we measure an individual's strategic competence accurately?
