WIDA vs Institutional TOEFL for university students?

Good morning all,
I am in a conundrum.....we are changing our ESL program from a 7 week system to semesters. Now a question has come up concerning new assessment models. I prefer to use an institutional TOEFL for assessment. Some are saying implement WIDA standards. Are these not for K-12? Thoughts? I appreciate your assistance.
