Can anyone suggest how to write a welcome letter to the parents of my ELD students. What should I include to make them feel comfortable and how can I engage them to participate in the program?

ELD is English Language Development taught to elementary students whose first language is other than English. The population of my school is Spanish.

Write the letter in English as you want it to be, then translate it. It's not that hard. I translate letters all the time to Spanish. You might need to talk to another teacher to translate it, but it can be saved on disk or in a server so that you just print it the next time you need it.
