Alternative Certification: I'm abroad, please some advice

Alternative Certification: I'm abroad, please some advice

Hello, I'm in Argentina and want to apply for an alternative certification program, my choice would be bilingual certification, since I'm a spanish native speaker. I want to know to which program I should apply for, I mean, the program in which I'd have more chances of being accepted. I have a major in Philosophy and could take the TOEFL (if needed). But I can't take those other test (THEA, GRE, or something like that). I think that texas would be an excellent option becouse of the shortage of bilingual teachers, but I want some more tips (Houston, where?, Dallas, where?, another place, where?). Thanks.
