Proposition Laws
In my opinion, English only proposition laws of California, Arizona and Massachusetts leave too much open for interpretation. Implementation of which varies from state to state and/or district to district. Even though these laws may actually allow for bilingual education under the right conditions, many districts take it upon themselves to not authorize any bilingual education programs at all. In my reading of “Forbidden Language,” it is noted that the state of Arizona may not even have met the EEOA 3rd prong test of waiting the required amount of time to “demonstrably” show the success of the program in overcoming the language barrier. Evidence that each state can do as they see fit regardless of the outcome to millions of people we have allowed into our country.
