Restrictive State Policies on L1 in education

States like California, Arizona, and Massachusetts have adopted policies that place restrictions on the language used to educate ELLs by severely limiting or eliminating the use of students' home language (L1).

What suggestions or changes would you implement to better teach Ell Students without losing their L1 but still becoming proficient in English?
