Learning by using webcam.Indian or Ukrainian teacher?

Hi,
I am thinking about to learn English by using webcam and to find in internet person who will teach me English and to who I will buy webcam. What do you think will be better. To find Indian teacher or some east Europe like Ukraininan. I have not enough money to efford native speaker.

Where are you located? When I taught in Poland in 2004, there were teachers from both India and Ukraine--both had British accents, which sounded quite posh to this Yank, and I actually thought the Ukrainian woman WAS British for a while. "Native speakers" don't necessarily give you the best pronunciation.

I am located in Slovenia. But I will choose learning by using webcam. I could choose some teachers from Slovenia but Ukrainians or Indians will be much cheaper.
Can you give me contacts of them please. If you looking by costs view: Who is better to looking for. Indians of Ukrainian, or others?
