Retaining language

How would you deal with a situation where you are teaching a group of students who rarely use the language outside class. For example, they may have to deal with foreign visitors very occasionally.

How would you get them to retain the language?

I would give them functional language that they can repeat and repeat, over and over, in different contexts/settings.

Perhaps old fashioned Test/Teach/Test.
Test - give them situation to perform.
Teach - remind them of the functional language taught in previous classes, and how it could be utilised in new situation.
Test - get them to do it again.
Students then see instant improvement, so they tend not to complain 'we did this before'.
