1. "Young children need lots of TLC."
This expression is quite natural, isn't it?
How about:
2. "Elderly people need lots of TLC."
3. "I need lots of TLC" said by an adult.

yes, you can even say "this car needs lots of TLC" meaning it needs repair and on going maintenance.
