"He raised the conditions of new appropriations of lands."
What does this mean?
1. "He made the conditions stricter"?
2. "He introduced new conditions"?

I think you'll need to provide a little more context on this one. As it stands it could be as you suggest or even that he asked a question or brought the subject up at a meeting. Do you have more to go on?
