Is this understanding correct?
1. to thumb a lift - BrE
2. to thumb a ride - AmE
3. Is 'thumb out' used in the same meaning as above?

BrE English. Yes if the context is established. e.g.
'the car is broken, and so I will have to get my thumb out'
If no context a speaker would not be understood and may be missunderstood as meaning 'finger out'
.
E.G.
'you had better pull your finger out' =
'you had better hurry up' could mean move faster
'pull your finger out or we will miss the bus' or work harder.
"if you don't pull your finger our we will never finish this job'
