too liberal with the wine

"Sam was too liberal with the wine."
QUESTIONS:
1. Did he spend too much money on wine?
2. 'the wine' means a particular wine, not wine in general?
3. Did he drink too much wine?
4. Did he offer too much wine to other people?

"Sam was too liberal with the wine."

This means he either drank too much wine, or pour too much (into the guests' glasses or the food). This would have to be inferred in context.
