The discussion of BE began in the early 1960's and serious progress was made with the passing of the BEA of 1968 and the 1975 Lau Remedies; however, the US seems to go back and forth on the topic of BE vs EO in public schools. Moreover, the growing concerns facing failing public schools breathes life into the debate and adminstrators and law makers enact policies believed to be in the best interest of the failing students/schools. What happens when those policies do little to move the schools forward? The pros and cons of BE vs EO can make an uninformed citizen's head spin, so my question is where do we go from here?

How about checking with the Education Department of the UN and finding out if BE works in some other countries. If they have solid numbers, and research in other countries, then perhaps you will have something to work with in the debates.

ESL is usually the second thing cut after Special Education when the budget is hurting though. I don't know where BE is on that list.
