where do we go from here?

The debate rages on between the cost of BE versus EO, and the overwhelming cost seems to favor BE; however, if NNS students fall a full grade or two behind when they are forced into SEI classes, how is keeping a population of students in schools, with already tight budgets, who will remain a grade level or two grade levels behind more cost effective for the district or the state? I am torn between which side I feel is best for the student, but I believe that saying BE costs more per students is not a valid argument. The districts have to keep the same bilingual teachers on staff and the population of NNS increases annually, so the question remains where do we go from here in trying to find a solution to properly teach NNS that will not burden budgets and not keep students in school for extra years?
