All in the interpretation

In two separate books that we are reading for class, it is demonstrated how schools have interpreted No Child Left Behind's focus on English Language Learners differently. One book mentions how schools perceive NCLB as being against Bilingual Education while the other mentions teachers who were excited about it because they believe NCLB champions BE. Without a definite stand as to what is expected, schools will continue interpret NCLB as they see fit, which would seem to continue the debate of English-only or BE.
