Phonics Curriculum

My school (a primary school in Hong Kong) is looking into purchasing some phonics curriculum. I've been scouting some out, but it all kind of looks the same to me. Does anyone have any suggestions? We would like to implement a course for year 1 and 2 that we could teach in fifteen minutes sessions. (i.e. the first or last 15 minutes of each lesson) It would help if it's inexpensive, but it must have a teacher guide, as teaching phonics is very unfamiliar to the local teachers I work with.

Wilson Readers are a popular, research-based set of phonics workbooks. I know a lot of reading specialists who use these exclusively.

Personally, I have used the Project Read phonics program in my reading classes and recommend it highly. It has a phonics component, plus writing, and reading comprehension packages that come separately. It can be used with small groups or whole classes. However, there are some vocabulary words in there that might be tough for non-native speakers.

Probably the most fun, and the most useful program for ESL students, would be LiPS. It is a program often used by reading specialists and speech-language pathologists to help students with dyslexia. It is especially helpful for ESL students as well, because it clearly connects correct pronunciation with written letters, and it relies heavily on manipulatives. However, this program is best for small groups rather than large classes. You can buy it from Linguasystems.com. They also have a bunch of phonological awareness programs, if you're interested in those.
