I have a few esl students with learning disabilities. They seem to respond well to computer activities. I am trying to find out about a few good cd's or websites with phonics. I already use Starfall.
One thing that I am doing is to make books for these students on my computer with Photoshop. I use the students name in the story books which really catches their attention. (A lot of things don't). I use images from Yahoo or other sources. This is usually not in violation of copyright since it is educational one time use and therefore comes under Fair Use

The phonics software I'm most familiar with is Lexia. The kids really love it as an extra activity, in addition to the regular face-to-face lessons. It includes a quick test of skills, too (really easy to administer) so the kids don't waste time focusing on the points they already understand.
