Planning a curriculum for a multi-level class

I will soon be starting work, teaching children of expats, aged 8-11. The children will be in mixed ability classes and resources are very limited. I will be teaching speaking and listening. I have plenty of ideas for individual lessons and feel comfortable with managing the class but I need some help with curriculum planning. As all the children will be at different levels of English, I would be grateful for ideas on what I should aim to cover in terms of content. I cannot afford to buy a course book and there is none provided by the school. Anyone been in a similar situation?
