Innovative Elementary ESL Program Seeking for Reasearch

Hi, I am an EFL teacher in Taiwan and would like to conduct a comparison research on ESL programs in the US or UK. Can anyone recommend noticeable ESL (poll-out) programs in elementary school level? It'd be better if the curriculum is literature-based. Thanks a lot!
