A good book for any curriculum/syllabus designer to read is David Nunan's Syllabus Design. It's not specifically for ESP, but it does help you consider a more wider range of points that you might have originally thought about. It helped me, especially with their evaluation section at the end.

I suggest English for Specific Purposes by Tom Hutchinson and Alan Waters (Cambridge Language Teaching Library). It's an excellent book that deals with may ESP aspects, including course design, syllabus, material evaluation and so on.
