Understanding how (do) works is one the keys to using English currently.

Why ...one of the keys to using...? Could it also be ...one of the keys to use...?

'to' is te header for a noun phrase. Using is a gerund, or verbal noun. use is a verb and would be wrong here.

to use can be used as an alternative to 'using', but that would give us *key to to use , which is obvious nonsense.
