How to Approach a Language School with a Business Proposal

I have a question regarding how to approach a language school with a proposal to start a Legal English program. I am an attorney and recently took early retirement from my company. I have worked overseas and I have seen the need that exists to assist lawyers, law students, and some businesspeople whose first language is not English with improving their legal English abilities. I would like to enter into a relationship with an existing language school whereby I develop, market and teach Legal English. If would be very helpful to get advice from someone who has had a management role at a school as to the best way to approach the schools. My initial thought is that I should present the entire package - i.e. that I will do all the work insofar as preparing the materials, marketing the class, etc. and in return receive a portion of the revenue. Because of geographics, much of the business would be Internet based. Money is not a big thing with me now, so I am flexible as the the financial arrangements. I do not have ESL qualifications so I will need to use some of the schools expertise in that area.

Any thoughts would be appreciated.
