How to create an English speaking environment?

Hello everybody!

I teach in China and my school’s very strict about using English at school. The staff has to take turns to see if there are any employees who speak Chinese in a public space. The people who are caught will be punished, but I’m not sure how.

I don’t think this is a good way, having people spy on each other.
Do you know of any better ways to create an English speaking environment?

i am shocked to hear that about your school ,i am a student in a adult english training centre ,if there are some student who cannot say a word ,you need more patience ,continued encouraging ,form a word to a sentence ....an d yes ! it is really hard !
