Narita don't advertise widely; just something in Japanese in the city council newsletter. I think Sakura is the same. I only found out about the jobs by asking around at the expat watering hole.
About Sakura, I heard the same thing a few years ago, direct from a JHS teacher in Sakura, but I've had friends working there in HSs for years but they've only been with Interac and I don't think they've ever come across a direct hire in HSs.

To clarify:

What I wrote applies only to the locally administered schools: i.e. Elementary and Junior High.

High Schools are administered at a prefectural level. Last time I checked, Interac held the Chiba contract, which includes Narita and Sakura.
