I'm thinking of changing my resume section about my publication & workshops to "Part-time consultancy". Under that section goes continuous volunteer work I've done in publication editing for TESOL Intl Assoc. for the past few years.

I want to show them it is something continuous and special...not something one-off and rather amateurish.

What do you think?

If there's only going to be one thing in this section (i.e. editing), why not title the section as "Editing" or "Publication Editing". You don't need to say it's voluntary or part-time, but give dates to show the continuity.

If your resume already contains the standard sections on Education and Employment History, I'd say another section would be all right if labeled well. "Volunteer Work" sounds weak. "Consultancy Part-time" is actually vague, and the PT portion should be buried as part of the description, not the title of a section. Change the word to Consulting unless Consultancy is natural in your country's English (it isn't to me in American English). Perhaps even "Editorial Consulting" would be ok. Maybe just "Supplemental Experience" would suffice. See below.

For job experience, you will need a title for the whole section, but also a title for the job itself. Teacher, Instructor, Assistant Director, etc. are all typical, but what would you have for a section that already used the word consulting? Consultant seems redundant in that situation.

Personal Info
Education
Work History
Supplemental Experience

Kind of hard to give a really good answer without seeing the whole resume (that was not a request for you to post it, just thinking out loud).
