I can vouch for Taiwan as far as that goes! How about by regions of the world? Taiwan may well be the best in East Asia.
How about prices/availability of healthy food in the Middle East?
And Eastern Europe?

The Middle East has modern supermarkets and restaurants in malls and such, and they're fine. Assuming you have a good salary, you will find anything reasonable within your spending range. There are also restaurants that cater to locals and immigrant labor. It's good and so cheap you might wonder why they just don't go ahead and give it away. Such fare consists mainly of lamb, chicken and hummus and very nice flat bread.
Of course Taiwan and China are going to have good food. I think the Chinese have an extra cooking gene that makes nearly every one of them culinary masters.
When I saw your question I wanted to answer that America has the best food and at a good price,but I don't suppose you're thinking of being an ESL teacher there. |

All the Asian countries I've been to have great food, except the Philippines for some reason. My personal favourites are Korea, Thailand and Laos because of their spiciness, but Vietnam, Japan, Indonesia and Malaysia also have fantastic cuisine. India and China of course have a fantastic range of regional cooking.
The best value meal I ever had was in Dali, southern China, in 1998. I have tried to reproduce it myself, but impossible without knowing all the ingredients. We had travelled on an overnight bus from Kunming and arrived in Dali early morning, both of us starving. In the Dali area one of the things they specialise in is fresh noodles, which can be seen hanging like huge loops of spaghetti (which is moreorless what it is, of course) in shops and houses. We each bought a steaming bowl of fresh noodles from a lady who seemed to be making the food in her front yard. The noodles came in a very tasty, spicy sauce which also contained minced pork and fresh coriander. The sauce was thickened by the flour that coats the fresh noodles. Absolutely delicious. And the cost? Next to nothing - about a US cent. I have a feeling if I went back today I'd pay a lot more and it wouldn't be as good.
The worst food I've come across is in South America. I spent a year there and travelled all over and it's generally pretty grim. |

I've been in Indonesia almost two and a half years now and I love Indonesian food .. gurame bakar, cah kangkung, sambal merah, tahu isi pedas ... all that good stuff. Chinese food is solid though. I couldn't believe how much I liked it during my three months working there. There's no way I could say Indonesian food is definitively better.
Edit: In terms of value, I would also say that Indonesian food is no bargain. Even a bowl of bubur ayam off the street in Jakarta will run you over $2 US. Hell, a packet of beef rendang, rice and daun singkong from a kantin will cost $2.50 US. Of course that's a good price on a US salary, but not that cheap from a local standpoint. |

Italy.
Stay away from the tourist places, and you'll find great takeaway pizza, plates of pasta, or sandwiches to go. The best ice-cream anywhere in the world (with or without whipped cream) and, of course, coffee that puts the French to shame.
Each area has its specialities, and you can feast from south to north, east to west, on regional delicacies - all fresh and all in season. Italian street food is rarely messed about, letting the flavours speak for themselves. When an entire nation prides itself on its culinary expertise, you get fabulous food at modest prices. (Conversely, if a place is deserted, stay away!) |

You can't beat Mexico for good food. Then add to that that prices are very good? I think I'd suffer horribly if I tried to live anywhere else. |

Valencia. An hours wages pay for me and the missus to have a bottle of wine, generous starter (paella or whatever), decent main course, bread, dessert and coffee. Good mix of mediterranean and spanish food. |

Can't really comment on Indonesian food, but I think Chinese food has such variety that there is something for everyone.
Food-wise it's great living in China if you're somewhere like Beijing - where you have easy access to every type of Chinese food from Xinjiang to Guangdong to Dongbei styles and everything in between AND there appears to be SOME enforcement of hygiene/safety standards in restaurants. Less so if you're in a minor city - then yes, Sino-slop with a hefty dose of gutter oil is a fair assessment. |

The USA. Hands-down. Better food with excellent controls for food safety and quality.
You want variety? The USA has IT! Regional??? Come on, try New England typical cuisine one day then head down to New Orleans for some real Cajun/Southern cooking. International food from all over the world.
Cost? I can ALWAYS find something great for $10 for a meal, often less, sometimes a lil more, but then again, in the US I am earning first world wages and not 3rd world. |

In my corner of Eastern Europe the food is great if you're a big fan of dill. If not, then you'd better move along to other parts of the world. Most other places I've been in Eastern Europe, the food has generally been a meat and potatoes diet. I rather liked Hungarian food when I was there.
I can vouch for Mexican food, too. It's still my favorite, and probably always will be, no matter how many other places I visit. |

the USA is another country that is hard to quantify the quality of food because it's so vast and there is so much diversity of cuisines (especially in major cities), which imho is one of the best things about the US. I'd say though that some places are too strict on health regulations. For example, Seattle just recently loosened up restrictions on street cart food vendors; before, all you could grab before was hotdogs! cmon, let those old ladies slang some of those delicious tamales i've been fiending for!
Mexico and Hawaii gets my vote. Mexico, b/c hey, lets face it, chiliquiles from the local grandma with two eggs and sweet, sweet pork is a deal anyway you slice it. and hawaii b/c sashimi is my favorite food and they got the freshest fish! |
