I'm answering late to this one, I know, but in a balanced society it is necessary to spend both on essentials AND on fripperies. I heard this so much even in the relatively prosperous UK. There are two kinds of remuneration for the efforts of our chaotic lives, the monetary, which looks after the essentials, and the emotional, which is what the fripperies give us.

Apart from that, the constant clamour for ever more money to be spent on health, education, etc is usually misplaced. It is usually a case of the necessity of less money being wasted and more efficiency in the existing services being sought; a concept beyond the intellect of most politicians.
