I think that there is, generally, a broad misunderstanding of what "supplied resources" are/should be.
To me that would mean things like books, staff/school computers, internet connection, printers, copy machine, laminating machine, etc. that are necessary for a teacher to adequately prepare his/her lessons.
It would/should NOT mean supplied lesson plans and a turn-key to the classroom (walk, talk and leave).
