My friend who was with CFBT was docked and charged for taking a few extra days of holiday that he needed.
Laughable was that they were charging this guy for being gone a few extra days but the house that CFBT supplied had broken plumbing, broken stove, and more.
He had to leave a bucket under the shower all night in order to get a bucket shower in the morning. I visited with him a few days and got my bucket shower.
Shame shame on any agency that gets away with these shenanigans.
By the way where did globnet go? Are they working under a new name now? They kept making deductions from my paycheck then they would apologize when I called them on the deductions.

This would be standard with any Gulf employer. In fact, it would be standard for any employer in the US also if you were a salaried worker.

What does "docked, but charged" mean? I read it as they deducted the pay for the time period.

Would "docked AND charged" mean that not only was pay withheld, but time was subtracted from the employees' holiday/leave allotment?

I took it as docked ie salary deducted plus charged money for the absence.

I believe what has happened here is that the extra deduction has come about because CfBT is paid by the MoHE for on a regular basis in advance.
If a teacher takes time off without prearranging it with CfBT, then not only does he/she have the money deducted from their salary, but also the commission that MoHE has paid to the recruiter has to be returned as well. I believe and again I am not too sure but this a system that is designed to stop treachers taking days off when they feel like it without asking first.
I beleive that something is written in the contract to cover this scenario, but I do not have one to hand. Perhaps someone has and can clarify further?

Why is the place closing down?
