I would imagine that a deduction for something like this would be illegal.
Is it included in their employee handbook that has been registered with the Department of Labor? |

Sounds like you haven't worked at anywhere decent in Vietnam.
Full time employees, including foreigners, have very good protection through the labor laws.
If they are employing non Vietnamese speaking foreigners then their employee handbook should also be available in English. If they don't have an employee handbook registered with DOLISA I doubt they could win any court case against an employee.
Employees, including foreigners, win the vast majority of court cases against employers. |

The difficulty being to even know how to take an employer to court.
I would be wary of trusting a local lawyer to give me solid advice about whether to attempt to go to court - I can imagine them saying you have a good case when in fact you have next to no chance. |
