I would appreciate information as to whether there are PLUS cash machines (ATM's) in these cities. Also, is there a withdrawal limit, and do they charge fees to travellers?

I don't know about plus, but they take the visa logo. They all seem to charge 20,000 dong and most seem to have a limit for vietnamese bank cards, but not foreign. The limit is usually 2 million dong per day.

If you have a major credit card an dare really in a jam you can get as much as 8,000,000d (I think or maybe 10,000,000d) at the window from HSBC by Notre Dame here in Saigon.

I know Chohung Vina has 3 ATM's at their main location, but none throughout the city.

ANZ has some ATM's and there are ATM's at Diamond plaza.

Plus is owned by Visa. Go to visa.com/atm and it will take you to a site where you can look up worldwide ATMs by city. The list is never up to date--there are always more ATMs available than what's listed--but it does give an indication of what banks are available to you.

IN HCMC, Vietcombank seems to be on the Visa/Plus system and they have about 30 machines all over town. They publish a list of their ATMs for the entire country and good luck finding one. They will charge you 20,000 dong to make a withdrawal of up to 2,000,000 dong. Depending on your own bank's limit, you can make multiple withdrawals.

BTW, Chohung Vina Bank claims that they will be connecting to the Vietcombank ATM system in "the near future" (read: the end of the year at the earliest), which would be extremely useful, since the only ones you can use at the moment are the ones at their branch, which is not very conveniently placed.

No problem withdrawing from overseas accounts? I've got accounts in Canada and Korea.
