The school insists it is legal while they change the visa.
They refuse to help you get a work visa from your home country.
To anyone here who knows better, I am asking you for your help. I want to report that school to the right authorities in Beijing. Whom do you suggest I contact? Thank you. |

Personally I'd avoid the school and move on. By the sound of it you're not in China so I don't think there's a lot you can do (maybe name and shame, that's all).
Even if you were in China, you probably wouldn't be taken seriously. |

If they start the process immediately and the PSB knows that your paperwork is being processed then it's ok.
HOWEVER, if they simply take your passport, put you in a classroom before starting the process, and say "We'll take care of it." then you should be prepared to leave. This is why everyone warns newcomers to have a backup plan and emergency cash.
I would make it clear to them that you can come on an L visa but will not work until you yourself go with someone to the local office (don't just hand over your passport) and see the Z visa paperwork submitted. Politely let them know that it's a non-negotiable condition. If they don't start the ball rolling the morning of the second day, walk out. |

said too many foreigners would get it in home country, then go to china to work for someone else on it. so, they insist you come on a L or F, work for them, then they'll change it. they offer to pay for all the round trip expenses of going from the mainland to hong kong to change it to Z. |

YOU must apply for it. |

THEY must provide an invitation letter. (I'm assuming that's what the OP means by "they refuse to help".) |

Absolutely correct.
If the employer can't extend an invitation, it probably can't hire foreigners either.
I think Happy knows this, though. In the thread revived from 2011 (about inflation), he stated that he worked as an FT in China. He just needs a refresher. |

I agree with Bud. Unless it is super urgent for a reason they explain, it is likely the school can't hire foreigners.
Despite being really raked over in recent days, there are still too many ?? over the HK visa run.
A sudden departure via a runner (itself a warning sign), or because of illness, is usually covered by the other FTs taking on more work.
That leaves the top up hire until the next semester. |

I agree with Big Worm. If this were the offer, then I would start bobbing my head all around and be all like "Oh no you didn't!"
And then they would all be like, "oh yes we did!"
And then I would be all like "peace out bros!" and just give it all one big fat miss and ride off into the sunset and never, ever even look back.
There are plenty of greener pastures in Our China with outfits that go about it THE RIGHT WAY (issuing letter of invitation paving the way for a valid Z-visa). Personally, I am not even going to monkey around for a second with these "changing the visa maybe perhaps possibly somewhere along the way" shenanigans.
I wouldn't do this to myself, causing myself to stay awake at night: "Will they convert it to the Z-visa? Can they convert it to the Z-visa?"
I'm with choudoufu, johntpartee, and Mr. Bud Powell on this one. Any school that INSISTS that they will convert it to a Z-visa after you arrive would make me seriously question if they can/know how to hire foreigners in the first place.
Sorry for the broken record rant. I know, I know, it's been said countless times here on Dave's; nonetheless, I do think it is a very valid message that should be repeated again and again and again.
I second what Shroob wrote regarding reporting this to the proper authorities in Beijing. I am not sure who that would be or if it would even be worth one's while. I am not so sure that anything would even really be done about it. How about "naming and shaming" here on Dave's?
Warm regards,

China has laws, and if an employer breaks the law, there are consequences. At least, according to some posters here.
I'm asking the experts here for contact information to report the company/school to the authorities. FAO? PSB? SAFEA? Police? All of them?
