Sure, but after he/she completes a BA since nearly all the Peace Corps' volunteer positions (especially teaching) require a 4-year degree.

Your options:
1. Finish your bachelor's degree (I agree that with the idea of English or Education, and would add Linguistics).
2. Try mainland China or maybe somewhere in Southeast Asia (but check with specific country forums as to whether that's a realistic option- especially a realistic option legally). But even if the lack of a degree isn't so much of a problem, your age will be.
3. If the real goal is just 'being overseas', then the military hires people without degrees.


(finishing your degree fixes your problems 1. You will have a degree and be able to work legally in a lot of countries, and 2. You will be older and more likely to be hired.)
