The directive was issued by the Minister of Education himself and was sent to each and every Provincial Ministry or Department of Education and then forwarded to every college and university president. Some FAO directors are reporting that they never received such a directive. This is probably because their President's made a bad administrative decision.
I think you can email the Minister in Beijing, he has a web site with email address, and request a copy.
I have also had success asking Xinhuanet for official government documents through their email. Sometimes China Daily will also provide official government documents upon email request.
Most 1st tier universities are repositories for official government documents. Ask one of your Chinese students to get a copy for you from the library. The document is in Chinese, of course. |

But how did YOU know about this?
Did you read the directive, hear about it, what?
..
National or Provincial Ministry of Education has never had any significant involvement involvement with the schools here to the best of my knowledge. Which brings up..

I hate the university people calling themselves Foreign Affairs Officers, because they are not the Foreign Affairs. They are Foreign Language Directors or Liasons or Waibans in their school.

The real Foreign Affairs is a separate government arm that is in charge of all employment of Foreigners including schools.
I called a REAL Foreign Affairs guy for my region and he hadn't heard of the Beijing Directive. Now i wil refer to it as the Minister's directive.
But we'll have another talk when he gets back to work on Tuesday.

We have a municipal educational org and i think they show up at some of the banquets but they don't have much involvement with the foreigners.
Things may be different in the developed Cities.
What is supposed to be the relationship between the Prov Ministry of Ed and the Real Foreign Affairs?

Have you actually gotten replies back fronm a chinese site or is this just supposition? I would think that somewhat amazing, i would hate to waste my effort.

Ok, you say Xinhuanet is successful. well not to Waste a lot of time, i'll try the Real Foreign Affairs first and ask them about the Min. of Truth.. (whoops.. Education).
Thinking about it .. you say it comes from the Minister of Education... he may not be so powerful and it may be that the Foreign Affairs (who have all the power of certificates and experts cards and permits) may not take directives from him.
