Quite a few teachers get more than 42k per year in the US. ESL is a school subject in the US in many states. For school teachers, 42k is actually quite low, but of course you have to pay rent.

But, the fact is that only a tiny percentage of the members here have education degrees and are certified to teach in the US schools. Thus, 90+% are stuck in university programs, adult education, or language schools, where another tiny percentage get contracts with decent salaries and/or benefits.

Of all of my American friends in the Gulf, I only know one who was able to get certified to teach ESL in the schools. ESL in the US is for those who have a spouse with a real job.
